Job Summary

MAIN PURPOSE OF THE JOB Implement enterprise-wide monitoring, evaluation and reporting activities to ensure that monitoring, evaluation and reporting of the various organisational programmes and interventions is aligned with best practice, legislative requirements and the mandate of the EWSETA. Building, maintaining, and implementing a Monitoring and Evaluation (M&E) Framework and System for the EWSETA that will provide insight into the social impact of projects, programmes and initiatives, as well as on performance. This is done by: Developing and maintaining an overall M&E framework for the EWSETA. Developing performance standards for the EWSETA. Utilising cost-benefit analysis tools for evaluating work-based learning. Conducting tracer studies for work-based learning. Developing and maintaining a framework for M&E in relation to the Discretionary Grant. Developing and maintaining a framework for M&E in relation to the Mandatory Grant. Facilitating and conducting M&E activities within the EWSETA. Monitoring and evaluating organisational performance. QUALIFICATIONS AND EXPERIENCE B Degree (NQF level 7) or equivalent in a relevant field e.g., Business Management, Education, Public/Business Administration Econometrics, Population Studies or Social/Political Sciences At least 5 years experience in monitoring and evaluation and reporting Experience in project management 2 years of experience in the implementation of programmes/projects, monitoring Experience in sector skills planning Experience in a SETA environment KEY PERFORMANCE AREAS 1. Monitoring and Evaluation Strategy, Framework, System and plans Design the M&E Framework and other tools to enable accurate monitoring and evaluation of EWSETA projects, programmes and initiatives. Build and maintain a high-quality M&E database to allow for accurate tracking of EWSETA projects, programmes and initiatives. Assist in updating M&E policy and procedure documents as well as streamlining processes to increase efficiency and effectiveness. Build M&E capacity and knowledge within the organisation. Support other departments to implement M&E plans effectively through on-going engagement, developing customised tools, capacity building interventions and providing assistance as necessary. Develop monitoring and evaluation plans for the entire organisation in line with the relevant frameworks and best practice. 2. Monitoring and evaluation impact analysis Support the collection and analysis of quantitative and qualitative data to ensure completeness and accuracy, providing data supervision. Analyse and interpret the data to reach an opinion about the impact of the project, programme, initiative under investigation. Provide inputs into other EWSETA research undertakings by sourcing and collecting relevant data and information. Evaluate performance information against the overall criteria of usefulness and reliability. Identify and provide M&E insights and recommendations based on data received, tracked and interpreted. 3. Monitoring and Evaluation – Organisational Performance Monitoring Collate organisational performance information results to monitor organisational performance against the EWSETA Strategy, Annual Performance Plan and Annual Operational Plan. Provide technical guidance to the Projects Manager, the Provincial Projects Coordinator and the Learning Programmes Practitioner. Coordinate and analyse organisation-wide monitoring and evaluation reviews to assess progress against predetermined objectives and other organisational standards. Perform data analysis and data validation. Identify discrepancies and determine the root cause. Communicate root cause for correction and tracking processing. Identify and recommend systems and process improvements. Identify historical data gaps and errors and implement processes to address these. Diagnose and troubleshoot database errors. Oversee the process of compiling the QPR according to the SOP-PRM-PM-001. Reconcile data submissions (quarterly performance reports, MIS, SETMIS flat files, DHET comprehensive report) and keep adequate records for audit purposes. Facilitate the implementation of remedial action as and when required. Evaluate the usefulness of the reported performance information to determine whether it is presented in accordance with the National Treasurys reporting principles and whether the reported performance is consistent with the planned programmes. Evaluate, test and confirm the usefulness of planned and reported performance information in accordance with the identified performance management and reporting framework. Implement recommendations from stakeholders. 4. Service Provider Contract Management Develop terms of reference and coordinate service provider selection processes for M&E related activities, as necessary. Manage any appointed service providers for M&E related activities, ensuring delivery according to SLA. 5. Communication and Reporting Develop M&E reporting templates and reports to effectively communicate findings and insights. Develop organisational M&E trend reports to guide future and current social investment strategies. Ensure feedback and progress reports are compiled according to expected timeframes. Prepare the quarterly and annual performance information reports: Compile and submit the EWSETA QMR to DHET on the 15th day after the end of the quarter via SETMIS according to the SOP-PRM-PM-001. Compile the EWSETAs QPR via the eQPRS report (1 20 of July; October; January; April). Submit QPR to relevant internal stakeholders. Audit performance information for reports in accordance with the performance management and reporting framework. Provide management reports so that internal and external stakeholders are informed of performance progress as per organisational requirements. Report on all the information received and explanations required and identify omissions of which may result in the reported performance information being materially misstated or misleading. Oversee the process to obtain audit evidence about the usefulness and reliability of the reported performance information, including assessment of the risks of material misstatement of the quarterly and annual performance reports. Oversee the process of testing the internal policies, procedures and controls relating to the management of, and reporting on, performance information. 6. Teamwork and Self-Management Supervise the M & E Administrator and any additional staff against assigned activities, responsibilities and deliverables. Continue own professional development through attendance of meetings, professional seminars, webinars and conferences. Take ownership and accountability for tasks and activities and demonstrate effective self-management in terms of planning and prioritising, and self-development. Follow through on tasks and instructions to ensure that quality and productivity standards of work are consistently and accurately maintained. Inform relevant parties in the event of tasks or deadlines not met, the potential risks thereof and provide appropriate resolutions. Manage colleagues expectations and communicate appropriately. Demonstrate willingness to help others and “go the extra mile” to meet team targets and objectives. Support and drive EWSETA core values and personally demonstrate the values in everyday behaviour. Contribute to the EWSETAs goals and objectives by participating in strategic sessions when invited. Champion training and development of self and others through using available training opportunities or contributing to the development of new training solutions. Participate in and drive regular performance appraisals and ensure that own targets and goals are clear and achievable. Maintain a basic appreciation and awareness of a positive employee relations climate and ensure corrective action is taken where required in line with relevant legislation and company policy. Use networking and development opportunities to remain abreast of the latest trends, skills research and technology. Maintain membership of leading research bodies, subscriptions to relevant journals and relationships with stakeholders locally and internationally to ensure continuous access to the most current skills data.
