Job Description
In order to be considered the following is required:
- Degree in Civil Engineering
- Degree in Construction and Physical Planning
- More than 10 years of experience in construction project management is preferable to understand the practical principles and practices of the project management discipline
- Microsoft Package (Outlook, Excel, Power Point and Word, MS Project), knowledge of share drive
- Ability to determine the requirements for electricity, water, air conditioning and other aspects of buildings
- Ability to acquire a greater understanding of trade, economics or relevant subject under study through the application of formal research methodologies
Duties & Responsibilities:
- Act as a point of reference, for Project Management queries and information, and an advocate for best practice in terms of real estate development and/or project management within South Africa
- Analyse portfolio reporting data and keep Head of RES Commercial, Head of RES SA and the Head REDPM group informed on all project opportunities and risks to enable effective and informed decision making
- Conduct regular status update meetings with the REDPM SA Project Management Team, constructively and critically analyse progress and risks and provide feedback and technical support in order to achieve agreed project deliverables
- Contribute to the development of the group real estate development and project management framework, strategy and policy and maintain the parameters and strategic intent of the project management framework and project methodology to be adopted including defining structures, standards, processes, documentation and reporting frameworks which are agile, fit the needs of the project and put emphasis on the quality of decision making and timely project delivery and effective reporting
- Define the overall data requirements for performance management to meet the needs of all stakeholders
- Develop and drive the implement of the SA Real Estate Development and Project Management Portfolio strategic plan and manage revisions thereof as and when the need arises
- Develop and maintain an open communication channel with direct reports and support staff to foster optimal co-operation and teamwork
- Develop, implement and manage control measures for cost, time and quality in order to deliver Real Estate projects consistently and aligned to client’s expectations
- Develop, monitor, delegate and control Real Estate Development and Project Management, South Africa, over the short, medium and long term in order to meet the appetite and aspirations of the bank
- Drive adherence to processes and procedures to ensure that all activities follow a predetermined schedule and critically monitor achievement of REDPM SA portfolio milestones
- Drives value engineering in order to improve the Real Estate Development and Project Management, South Africa portfolio and project efficiency and reduce project costs
- Effectively delegate authority and responsibility, in line with business objectives, to ensure the empowerment, motivation and effectiveness of all direct and indirect reports
- Establish, implement, and where required, represent Real Estate Development and Project Management, South Africa, at various decision-making meetings and/or committees in order to provide specialist advice and to approve capital projects / spend up to a pre-determined value
- Identify appropriate resources and delegate projects in terms of resource skill, experience and expertise
- Identify portfolio risks and control the Real Estate Development and Project Management, South Africa Portfolio Risk Register to ensure adherence to the Risk Management minimum standards and to mitigate risks
- Lead and drive the profitability of REDPM SA by monitoring, tracking and reporting on the performance of the portfolio
- Provide real-time, comprehensive feedback to Head of Real Estate Services, Commercial and the Head, REDPM Group on all areas of project expenditure and report on portfolio performance against budget including providing explanations and recommendations in respect of variances
- Lead and drive the risk / issue / change process and work with stakeholders to take corrective action where necessary. Lead and manage the Real Estate Development and Project Management Centre of Excellence within South Africa in order to control all capital real estate development projects and consistently delivers projects that meet the client’s expectations on time, within budget and to an acceptable level of quality
- Lead the Real Estate Development and Project Management, South Africa Portfolio performance optimisation and benefit realisation
- Lead the team of development and construction project managers including support and seconded staff according to the lean leadership and employee engagement principles, including employee lifecycle from recruitment through to exit, performance management, training and development, discipline and grievance management, retention and reward and people administration, to ensure a high-performance culture
- Maintain strict adherence to budgetary guidelines as it relates to Real Estate Development and Project Management, South Africa to ensure sound financial control
- Monitor and control all Real Estate Development and Project Management, South Africa accounting including budget management, approval of progress payments, invoices, claims submitted by contractors and/or professional service providers. Monitor and control compliance with Real Estate Development and Project Management policies and standards to ensure adherence and alignment to best practices
- Monitor and control the Real Estate Development and Project Management, South Africa, project pipeline by managing resource availability, capacity and skill set. Monitor project overheads and capital expenditure to ensure achievement of cost efficiency and develop/implement an appropriate plan to correct any adverse variances
- Prepare and manage the overall Real Estate Development and Project Management, South Africa portfolio / programme / project cost activities in order to provide assurance to the South Africa Exco and Financial Function
- Prepare the annual Real Estate Development and Project Management, South Africa Capex and Opex Budgets for approval and implementation, monitor and ensure that the delivery of projects is in line with budget
- Provide oversight on the construction phase of Real Estate Development and Project Management, South Africa portfolio of projects from start to finish to ensure successful delivery and sustainable implementation
- Provide technical expertise and guidance to the project managers to ensure standards, policies and processes are adhered to and to coach and mentor the career development of the project managers
- Report risks and potential significant risks to the Head of Real Estate Services, Commercial and the Head, REDPM Group as well as the Real Estate Project Approval Committee (REDPAC), Project Gateway Committee (PGC), Real Estate Tracking (REDTRAC) and where appropriate make suitable recommendations with regards to possible solutions
