MINIMUM REQUIREMENTS Grade 12 and Degree/National Diploma in Purchasing Management/ Supply Chain Management/ Public Administration/ Logistics Management and Business Management. An appropriate 3-year bachelor`s degree/National Diploma in Logistics management/ Purchasing management/Financial management/Supply Chain Management or equivalent qualification. A minimum of three (3) years` supervisory experience working in Contract Management and Payment Management Environment. Knowledge of Supply Chain Framework Act, Public Finance Management Act (PFMA), PPPFA, Treasury Regulations. RESPONSIBILITIES Administer Contracts in the department Receive Bid/Tender documents from Division Demand and Acquisitions Notify the successful service provider by sending the approved appointment letter Prepare contracts forms and issues to successful bidders Prepare services level agreement in conjunction with the client Submit the SLA to the service provider for input and verification Monitor internal control measures for compliance with policies and procedures of the department Implement standard operating procedures, SCM policy and delegations of authority in contract management. Ensure that both client and services provider sign contract forms and SLAs Review of services level agreement Arrange and attend for site inspector Provide weekly and monthly progress reports for project, goods and service, leases and payments Administration of Logis Payments Ensure the printing and registering of all invoices upon receipt. Distribute to the officials responsible for payments Ensure the invoices tracking is done daily Reconcile Statements from Suppliers Ensure that what we have paid reconciles with the statements. Provide service providers with payments stubs Provide Information in the preparation of monthly management reports Provide reasons to management on invoices paid after 30 days and invoices more than 30 days and not paid Consolidate information, statistics and reports on contracts request requested by management Submit contract statistics to management on weekly basis Compile consolidated lease reports for the Department Compile and update SLA status register Compile consolidated FINANCIAL report for the Department
