Job Description

Requirements:

  • Bachelor’s Degree (NQF 7) in Law, Economics, Energy Studies, Public Administration, or a related field as recognized by SAQA
  • Postgraduate qualification in Regulatory Compliance, Energy Policy, Competition Law, or Project Management will be advantageous
  • Minimum of four (4) years’ experience in compliance monitoring, enforcement, or regulatory operations within the electricity, energy, or utilities sector
  • Experience in interpreting and applying regulatory frameworks, licence conditions, and industry codes
  • Experience conducting audits, investigations, or risk assessments
  • Exposure to market surveillance, competition regulation, or legal enforcement processes will be beneficial
  • Strong understanding of the Electricity Regulation Act and related policies
  • Strong understanding of regulatory compliance monitoring, investigation, and enforcement.

 
Key responsibilities:
Compliance Monitoring and Enforcement:

  • Monitor the conduct and performance of electricity market participants (generators, traders, distributors, the Market Operator, etc.) to ensure compliance with the approved market rules, codes, and licence conditions
  • Identify and report any deviations, irregularities, or breaches of market regulations
  • Conduct compliance reviews, audits, and inspections of licensees and registered participants
  • Prepare compliance assessment reports with recommendations for corrective or enforcement action

Regulatory Framework Implementation:

  • Assist in developing and implementing compliance monitoring frameworks, procedures, and tools to support effective market oversight
  • Support the alignment of compliance processes with international best practices and the amended Electricity Regulation Act
  • Contribute to updating compliance requirements in line with new or revised market rules and policy directions

Investigation and Enforcement Support:

  • Conduct or support investigations into suspected non-compliance, anti-competitive behaviour, or market manipulation
  • Compile evidence and documentation to support enforcement actions
  • Liaise with the Legal and Enforcement teams in preparing enforcement cases for regulatory consideration
  • Track the implementation of remedial actions by non-compliant entities

Stakeholder Engagement and Awareness:

  • Engage with market participants to communicate compliance requirements, enforcement out-comes, and regulatory expectations
  • Support capacity-building initiatives and workshops aimed at improving industry compliance culture
  • Represent the company in compliance forums and meetings with licensees, traders, and other regulatory bodies

Reporting and Advisory Support :

  • Prepare periodic compliance monitoring and enforcement reports
  • Provide input into regulatory reports, annual performance reviews, and sector compliance assessments
  • Advise on compliance risks and emerging regulatory gaps requiring policy or rule amendments.
