About the Role
Akhile Management and Consulting is seeking Technical Advisors with expertise in various disciplines to provide professional services to municipalities across South Africa. Key Responsibilities
- Governance and Legal Services Expert: Oversight and contract management, Legislative compliance, Bylaws development and enforcement, Powers and functions analysis, Policy development and standard operating procedures, Litigation resolution, Systems of delegations development, Financial disputes resolution
- Institutional/Organisational Development Expert: Organisational restructuring and design, Development of job descriptions and grading, Staff establishments, Performance management systems, Resolution of labour disputes, Development of organisational policies and procedures
- Engineering Specialist: Infrastructure planning and implementation, Infrastructure master plans, Maintenance plan development, Municipal service delivery standards development, Asset management
- Municipal Finance/Financial Management Expert: Municipal finance operations, Budgeting, revenue and expenditure management, Tariff setting, financial modelling, Supply chain management, Turnaround initiatives, Municipal financial position and performance improvement initiatives
- Town Planner: Spatial Development Frameworks (SDFs) preparation and review, Land Use Management Schemes (LUMS) development and implementation, Processing and evaluation of land development applications, Integrated Development Planning (IDP) alignment, Development of precinct plans and local area plans, Stakeholder consultation and public participation processes
Requirements
- Governance and Legal Services Expert: Minimum of five (5) years experience at management level within governance and legal services in a municipal environment
- Institutional/Organisational Development Expert: Minimum of five (5) years experience at management level in institutional or organisational development within the public sector
- Engineering Specialist: Minimum of five (5) years experience at management level in municipal services infrastructure
- Municipal Finance/Financial Management Expert: Minimum of five (5) years experience at management level in municipal financial management
- Town Planner: Minimum of five (5) years experience at management level in town or regional development planning in the public / private sector environment
Qualifications
- Governance and Legal Services Expert: Bachelors Degree in Law (LLB), B Proc, or other law-related qualification at NQF Level 2
- Institutional/Organisational Development Expert: Bachelors Degree in Organisational Development, Human Resources, or related field
- Engineering Specialist: Bachelors Degree in Civil Engineering, Electrical Engineering, Construction Management, or other relevant qualification
- Municipal Finance/Financial Management Expert: Bachelors degree in financial management and/or public/municipal finance, and/or accounting
