  • Bachelor’s degree in Accounting, Finance, or related field
  • Certified Payroll Practitioner (CPP) – Offered by the South African Payroll Association (SAPA)
  • Payroll Technician Certification – Offered by the Institute of Certified Bookkeepers and Accountants (ICBA)
  • National Diploma in Payroll Administration – Offered by various institutions, such as the University of Johannesburg
  • Certificate in Payroll Administration – Offered by the University of Pretoria
  • Advanced Certificate in Payroll Administration – Offered by the University of Cape Town
  • Certified Accounting Technician (CAT) – Offered by the Association of Chartered Certified Accountants (ACCA)
  • Certified Bookkeeper (CB) – Offered by the Institute of Certified Bookkeepers and Accountants (ICBA)
  • Payroll Administration Certification – Offered by the South African Institute of Chartered Accountants (SAICA)

Requirements

  • Minimum 5 years’ experience in payroll management, preferably in the security industry.
  • Knowledge of South African labour laws, regulations, and bargaining council agreements.
  • Experience with payroll software and systems.

Duties 

  • Payroll Administration
  • Manage Payroll Process: Oversee the payroll process, ensuring timely and accurate payment of salaries, wages, and benefits to all employees.
  • Compliance and Control: Ensure compliance with relevant laws, regulations, and bargaining council agreements, including the Basic Conditions of Employment Act, the Labour Relations Act, and the Payroll Tax Act.
  • Payroll Reconciliation: Conduct regular payroll reconciliations to ensure accuracy and completeness of payroll data.
  • 3rd Party Payments: Manage and administer 3rd party payments, including medical aid, provident fund, and other benefits.
  • Union Subscriptions: Manage and administer union subscriptions, including calculating and deducting union subscription fees from employee salaries.
  • SARS Payments: Ensure timely and accurate submission of SARS payments, including EMP301, EMP501, and other SARS returns.
  • Migration of Payroll System
  • System Migration: Plan, coordinate, and execute the migration of the payroll system to a new platform.
  • System Testing: Conduct thorough testing of the new payroll system to ensure accuracy and functionality.
  • System Implementation: Implement the new payroll system, ensuring a smooth transition and minimal disruption to payroll operations.
  • System Maintenance: Ensure ongoing maintenance and support of the payroll system, including software updates and troubleshooting
  • Mitigation of Financial Risk
  • Risk Identification: Identify potential financial risks associated with payroll operations, including errors, omissions, and non-compliance.
  • Risk Mitigation: Develop and implement strategies to mitigate identified financial risks, including internal controls and procedural safeguards.
  • Financial Reporting: Provide accurate and timely financial reporting, including payroll cost analysis and budgeting.
  • Accuracy of Payment of Salaries
  • Salary Payment: Ensure accurate and timely payment of salaries, wages, and benefits to all employees.
  • Payment Reconciliation: Conduct regular payment reconciliations to ensure accuracy and completeness of payment data.
  • Error Resolution: Investigate and resolve any errors or discrepancies in salary payments.
  • Management of Payroll Team
  • Team Leadership: Lead and manage a team of payroll administrators, providing guidance, support, and training.
  • Performance Management: Manage the performance of payroll team members, including setting goals, objectives, and performance standards.
  • Training and Development: Identify training and development needs for payroll team members and provide opportunities for growth and development.
  • Bargaining Council Agreements
  • Understand and Apply Agreements: Understand and apply the terms and conditions of the bargaining council agreements relevant to the security industry.
  • Ensure Compliance: Ensure compliance with the agreements, including wage rates, benefits, and working conditions.
  • Statutory Compliance
  • Statutory Returns: Ensure timely and accurate submission of statutory returns, including UIF and PAYE returns.
  • Compliance with Legislation: Ensure compliance with relevant legislation, including the Unemployment Insurance Act, the Payroll Tax Act, and the Compensation for Occupational Injuries and Diseases Act.
  • Financial Management
  • Payroll Cost Management: Manage payroll costs and ensure accurate budgeting and forecasting.
  • Cost-Saving Initiatives: Identify and implement cost-saving initiatives.
  • Training and Development
  • Training and Support: Provide training and support to payroll staff and other stakeholders.
  • Stay Up-to-Date: Stay up-to-date with changes in legislation, regulations, and bargaining council agreements.
  • Other Responsibilities
  • Payroll Software and Systems: Manage and maintain payroll software and systems.
  • Data Integrity and Security: Ensure data integrity and security.
  • Ad-Hoc Reports and Analysis: Provide ad-hoc reports and analysis as required.
  • Employment Laws
  • Basic Conditions of Employment Act (BCEA): Regulates employment conditions, including working hours, leave, and termination.
  • Labour Relations Act (LRA): Governs collective bargaining, trade unions, and dispute resolution.
  • Employment Equity Act (EEA): Promotes employment equity and prohibits unfair discrimination.
  • Taxation Laws
  • Income Tax Act: Regulates income tax withholding and payment.
  • Pay As You Earn (PAYE): Requires employers to withhold tax from employees’ salaries.
  • Value-Added Tax (VAT): Regulates VAT payments and returns.
  • Social Security Laws
  • Unemployment Insurance Act: Requires employers to contribute to the Unemployment Insurance Fund (UIF).
  • Compensation for Occupational Injuries and Diseases Act (COIDA): Regulates workers’ compensation for occupational injuries and diseases.
  • Pension Funds and Retirement Laws
  • Pension Funds Act: Regulates pension funds and retirement annuities.
  • Retirement Funds Act: Governs retirement funds and their administration.
  • Data Protection and Privacy Laws
  • Protection of Personal Information Act (POPIA): Regulates the processing and protection of personal information.
  • Other Laws and Regulations
  • Bargaining Council Agreements: Requires employers to comply with industry-specific agreements.
  • Sectoral Determination: Regulates minimum wages and working conditions for specific industries.
  • South African Revenue Service (SARS) regulations: Requires employers to comply with tax regulations and submit returns.
