Job Description

Position: Quality Assurance Officer Location: Tygervalley, Cape Town Salary: Market Related Closing date: 14 January 2026 MAIN JOB PURPOSE Reporting to the General Manager, the Quality Assurance Officer is responsible for ensuring quality, compliance, health and safety, and continuous improvement of all education, training, and assessment services offered by the organisation. The role ensures alignment with QCTO, SETA and SAQA requirements, oversees workplace health and safety compliance, and manages the effectiveness of the organisations internal Learner Management System (LMS) to support accurate learner administration and reporting. KEY PERFORMANCE AREAS (KPA’S CORE COMPETENCIES) Regulatory Compliance & Quality Management Training & Assessment Quality Learner Management System (LMS) Health, Safety & Environmental Compliance Risk Management & Reporting Leadership & Stakeholder Engagement Project Closure MAIN DUTIES & RESPONSIBILITIES 1. Regulatory Compliance, Accreditation & Quality Management Develop, implement, and maintain and continuously improve Quality Management System (QMS) in line with South African education, training and occupational legislation Ensure all organisational accreditations, scopes of accreditation, assessment centre approvals, and registrations with QCTO, SETAs, and SAQA remain valid, current, and compliant at all times Maintain a comprehensive accreditation and re-accreditation register, including expiry dates, renewal timelines, extensions of scope, and responsible parties Prepare, coordinate and manage programme accreditation-accreditation, extension of scope, monitoring, and renewal submission to QCTO, SETA, and SAQA. Monitor compliance with training and assessment, moderation and certification strategies, policies, and procedures Prepare for, coordinate, and manage internal and external audits, site visits, and regulatory reviews Address non-compliances and implement corrective and preventative action plans Monitor legislative and regulatory changes and ensure organisational alignment 2. Training & Assessment Quality Assurance Oversee the purchasing, development, implementation, and review of learning programmes in the Learning and Development Team function Ensure effective assessment, moderation, validation and recognition of prior learning (RPL) processes are implemented, documented and compliant Monitor learner progression, assessment outcomes, certification, and completion rates Recruit and ensure facilitators, assessors, and moderators meet learning and regulatory requirements Support facilitators, assessors, and moderators in maintaining high-quality delivery and assessment and moderation practices 3. Learner Management System (LMS) Oversee the effective use and continuous improvement of the organisations Learner Management System (LMS) Ensure accuracy, integrity, and confidentiality of learner data and assessment records Monitor learner enrolments, attendance, assessments, results, and certification data Ensure timely and accurate reporting to QCTO, SETA and other stakeholders Train and support staff in the correct use of the LMS 4. Health, Safety & Environmental Compliance Ensure compliance with the Occupational Health and Safety Act (OHSA) and relevant regulations Develop, implement, and monitor workplace Health and Safety policies, procedures, and risk assessments Conduct or coordinate health and safety audits, inspections, and incident investigations Ensure staff and learners are informed of and trained on health and safety requirements Maintain accurate HSE records, incident reports, and corrective action plans 5. Risk Management & Reporting Analyse learner feedback, assessment data, audit outcomes, and performance indicators Identify quality, compliance, health & safety, and data risks and implement mitigation strategies Maintain continuous improvement registers and quality action plans Report on compliance status, accreditation risks, audit outcomes, and improvement initiatives to management 6. Leadership & Stakeholder Engagement Provide leadership, training, and guidance to staff on quality assurance, compliance, HSE, and learner administration requirements Promote a culture of quality, safety, accountability, and continuous improvement Liaise with regulators, QCTO, SETAs, industry partners, and internal stakeholders Prepare and present quality, compliance, HSE, and learner management reports to management 7. Project Closure Legacy Programmes Conduct final internal audit of project(s) received from the Operations Team for External Moderation. Any compliance gaps identified must be addressed by the Operations Team before the request is submitted to relevant SETA, to ensure readiness Complete and submit required External Moderation Form(s) (electronic form or online on SETA Learner Management System) and follow up for confirmed date Provide detailed feedback to Team regarding outcome of External Moderation If applicable, submit remediation as per agreement with External Moderator Follow up with relevant SETA for Certification and Statement of Results and distribute to the Operations Team Occupational Programmes Conduct final internal audit of project(s) received from the Operations Team for FISA and/or EISA. Any compliance gaps identified must be addressed by the Operations Team before the request is submitted to QCTO, to ensure readiness Oversee and quality assure issuance of Statement of Results Follow up with relevant QCTO for Certification and distribute to the Operations Team Required Qualifications & Experience Tertiary qualification in education, training, quality management, or a related field Demonstrated experience in quality assurance, compliance, or audit roles within a training or education environment Strong knowledge of South African education and training legislation and OHSA Experience managing audits, accreditation processes, health and safety compliance, and learner data systems Strong analytical, documentation, and reporting skills Experience with SETA legacy programmes and QCTO occupational programmes Preferred Qualifications Assessor and/or Moderator registration with a relevant SETA Lead Auditor or Quality Management certification Skills & Competencies Extensive use of Microsoft Word, Excel and PowerPoint High attention to detail and strong compliance orientation Ability to interpret legislation and implement practical organisational controls Excellent communication, facilitation, and report-writing skills Strong analytical, problem-solving, risk management, and decision-making ability Demonstrated initiative, self-discipline, and a proactive “can-do” approach Leadership, coaching, and change-management skills Ability to work independently and in a team Time management and results focused Additional Information Working hours are from 08h00 16h30, but high levels of flexibility would be required in this position, including evening and weekend work where applicable Be flexible with regards to working in a changing environment and the ability to adjust to new work structures, processes, and requirements as necessary Apart from on-going feedback, formal reviews are held during which open and frank discussions occur regarding the employees performance, as well as strengths, weaknesses, and opportunities.
