About the Role
The Chief Executive Officer (CEO) role at Tirisano Construction Fund is a critical position that requires strong leadership, strategic thinking, and operational expertise to drive the organization’s objectives. The CEO will report directly to the Trustees, have delegated decision-making powers, and coordinate the roles of TCF staff and the IDC to achieve the objectives of the TCF.
Key Responsibilities
- Review Operational Guidelines adopted by the Trustees and obtain approval for any amendments.
- Engage with relevant IDC internal departments (including the PICC) in executing its responsibilities as detailed in clause 5.2 of the TAA.
- Improve and update existing policies, systems, and procedures for the TCF, which the Trustees should approve to ensure compliance with relevant legislation, including the PFMA and PPPFA.
- Coordinate activities of all relevant IDC departments concerning the activities of the TCF.
- Manage TCF staff.
- Manage the process for opening windows for applications for all funding projects, ensuring applications are correctly allocated and reviewed and managing the selection process, including due diligence and trustee approval.
- Monitor progress, performance, and payments (in line with approved policies and procedures) to all contracted professionals, beneficiaries, and entities involved in programmes funded by the TCF.
- Ensure a focused and efficient process and evaluation criteria for each of the Funding programmes.
- Monitor the performance of all programmes and implement measures to improve the outcome and value of the programmes.
- Prepare all aspects of the Annual Report, including audited financials, design, copy, publications, and distribution to relevant stakeholders.
Requirements
- Qualified Civil Engineer (or similar construction-related field) or a degree in Economics, Finance, Law, or Business Management.
- A master’s degree (construction-related field) or an MBA/MBL would be an advantage.
- Registration with a professional body (ECSA / SACPCMP) would be an advantage.
