About the Company
Petroleum Agency SA (“PASA”), a subsidiary of CEF SOC Limited, is responsible for promoting and regulating the exploration and production of oil and gas (petroleum) resources within the Republic of South Africa, both on-shore and off-shore, on behalf of the Government in terms of the Mineral and Petroleum Resources Development Act (MPRDA). The PASA offices are based in Cape Town.
Reporting Structure
The CFO has three direct reports, is a member of the Executive Committee (EXCO), and reports to the Chief Executive Officer (CEO).
Job Purpose
The CFO leads, directs and takes accountability for the financial operations of PASA, including Accounting, Finance, Supply Chain Management and Risk functions. As a member of EXCO, the CFO contributes to the strategic plan and annual corporate plan and is responsible for driving financial sustainability of the organisation.
Key Performance Areas (KPAs)
- Lead development of budgets for Annual Corporate Plans and Shareholders Compact
- Report financial status to Management, Board and sub-committees
- Manage MTEF allocation submissions with DMPR and National Treasury
- Ensure compliance with IFRS and legislative financial reporting standards
- Provide accurate and timely reporting to stakeholders including Auditor-General
- Maintain robust internal audit and control environment
- Coordinate internal and external audits and implement corrective actions
- Implement modern financial systems, digitised processes and SOPs
- Manage cash flow, working capital and funding strategies
- Oversee risk and insurance portfolios
- Participate in cross-functional projects and business proposals
- Ensure Supply Chain compliance (PFMA, BBBEE, Treasury Regulations)
- Lead Finance and Supply Chain teams
- Ensure compliance with evolving legislation and governance frameworks
- Maintain financial records and prevent irregular, fruitless and wasteful expenditure
Qualifications & Experience
- Bachelor’s Degree in Accounting / Financial Management
- Postgraduate qualification in Accounting / Financial Management / Business Administration or Management
- CA(SA) advantageous
- Minimum 15 years’ experience, including 5 years at executive level
- Experience in mining, upstream oil & gas, or energy sector advantageous
Technical Requirements
- Systems: CaseWare, SAGE, IDU, Nomina (Assets), BPM / VRM (advantageous)
- Knowledge: IFRS, Companies Act, PFMA, King IV, Income Tax Act, VAT Act
- Experience in strategy, risk, budgeting, reporting, audit, and supply chain management
