Job Description:
Our client is seeking a Pay & Bill Manager to take full ownership of payroll and billing operations across both staff and contractor populations. This is a mission-critical role that sits at the heart of the business and reports directly into the Finance function. The ideal candidate is confident, detail-driven, and thrives in a deadline-oriented, ever-evolving environment. If youve worked in a recruitment/contractor-focused business before and love being the go-to person who keeps the payroll and billing engine running smoothlyyoull fit right in.
Key Responsibilities:

Manage the entire payroll lifecycle (staff & contractor), including data gathering, processing, distribution, and reporting.

Oversee international payroll processes, including UK and US (PAYE, Umbrella, and Limited Company payroll structures).

Take ownership of pension contributionsensuring timely uploads, reconciliations, and reporting.

Collaborate closely with Finance and HR teams to streamline workflows and ensure compliance with global payroll legislation.

Maintain detailed payroll documentation and process notes; ensure seamless leave coverage.

Respond swiftly to payroll queries and resolve discrepancies with professionalism and urgency.

Manage billing processes and actively chase outstanding POs to ensure cash flow stability.

Drive payroll and billing process improvements and help implement automation where possible.

Support the payroll administrator and contribute to wider finance team initiatives and audits.
Requirements
-
35 years of experience in a senior-level payroll or pay & bill role, ideally in a recruitment/contractor environment.

Hands-on experience managing UK and international payrolls, including PAYE, Limited Co, and Umbrella structures.

Experience with TSP (Timesheet Portal) or similar systems (e.g., Xero, Access Pay & Bill).

Strong understanding of payroll compliance, employment tax, and regulatory requirements.

Proven ability to manage sensitive information with integrity and professionalism.

Exceptional organisational and communication skills, with the confidence to engage with senior stakeholders.

Detail-oriented, accountable, and adaptableable to thrive under pressure.
