General Manager: Issuer Regulation | Sandton | Permanent

This role exists to create, influence, monitor, and apply Listings Requirements across equity, debt, and specialist securities. You will lead the Issuer Regulation agenda, ensuring compliant listings and continuing obligations while balancing commercial realities with robust governance. Your mandate spans strategy, rulings, process optimisation, and people leadership to support the organisations strategic priorities.

What Youll Do
- Set and execute the Issuer Regulation strategy in line with organisational objectives.
- Provide authoritative regulatory rulings and oversee listings across equity, debt, and specialist securities.
- Ensure compliance with continuing obligations to uphold market integrity.
- Own divisional and departmental budgets, with disciplined cost management and value delivery.
- Lead and develop a multi-disciplinary leadership cohort, including Heads of Financial Reporting and Corporate Finance (Equities, Debt & Specialist Securities), plus Product Owner/Manager and indirect teams.
- Drive the transformation of Listings Requirements to reflect international best practice.
- Champion innovation and agile ways of working to streamline processes and strengthen operational resilience.
- Build trusted relationships with sponsors, issuers, regulators, legal advisors, and internal stakeholders; represent the organisation on industry forums.
- Embed governance, risk management, and continuous improvement across systems, policies, and decision frameworks.
What You Bring
- CA(SA) or relevant post-graduate qualification in Finance or Law; management certificate, CFA, or MBA advantageous.
- 10+ years experience leading multiple teams, with at least 10 years in Issuer Regulation/Corporate Finance.
- Deep knowledge of relevant legislation and frameworks: FMA, Companies Act, POPIA, CISCA, PFMA, MFMA.
- Strong judgement in complex regulatory matters; confident decision-making and stakeholder engagement.
- Budget ownership, succession planning, coaching, and performance management experience.
- Familiarity with agile principles, business continuity, project management, and data privacy.
