Optimé Africa is recruiting for a senior human resource manager for a civil engineering company based in Sasolburg . The successful incumbent will establish a high-performing, compliant and strategically aligned Human Resources function that supports a civil engineering company’s growth objectives, improves workforce productivity, strengthens organisational culture and ensures the business has the people capability required to achieve sustainable long-term success. RESPONSIBILITIES: Human Resource Strategy Develop and implement the Company’s HR strategy in alignment with business objectives. Provide strategic workforce planning to support operational requirements. Advise executive management on people-related risks and opportunities. Develop succession planning frameworks for key positions. Drive organisational effectiveness initiatives. Support business growth through workforce capability development. Organisational Development Design and implement organisational structures aligned to operational requirements. Conduct workforce and organisational reviews. Develop competency frameworks and career progression pathways. Drive performance culture initiatives. Facilitate change management programmes. Implement leadership development programmes. Recruitment and Talent Management Oversee recruitment and selection processes. Ensure critical vacancies are filled timeously. Develop talent attraction and retention strategies. Establish graduate and artisan development programmes. Manage onboarding and induction processes. Maintain talent pipelines for key operational positions. Performance Management Develop and maintain performance management systems. Ensure departmental KPI alignment with business objectives. Facilitate annual and quarterly performance reviews. Coach managers in effective performance management practices. Monitor performance improvement plans. Produce management reports on workforce performance metrics. Employee Relations Lead employee relations strategy and execution. Manage disciplinary, grievance and incapacity processes. Represent the company in CCMA matters. Manage labour disputes and industrial action risks. Ensure procedural and substantive fairness in all labour matters. Maintain constructive relationships with employees and employee representatives. Labour Law Compliance Ensure compliance with: Labour Relations Act (LRA) Basic Conditions of Employment Act (BCEA) Employment Equity Act (EEA) Skills Development Act (SDA) Occupational Health and Safety Act (OHSA) Compensation for Occupational Injuries and Diseases Act (COIDA) Protection of Personal Information Act (POPIA) Applicable Bargaining Council Agreements Monitor legislative developments and advise management accordingly. Training and Development Develop annual training plans. Manage Workplace Skills Plans and Annual Training Reports. Engage with relevant SETAs. Identify skills gaps and competency requirements. Manage training budgets and interventions. Drive management and supervisory development programmes. Employment Equity and Transformation Manage Employment Equity compliance. Develop and implement employment equity plans. Submit statutory reports. Drive transformation initiatives throughout the business. Payroll Governance and HR Administration Oversee payroll governance and controls. Ensure accurate employee records. Maintain HR policies and procedures. Ensure compliance with leave, benefits and remuneration policies. Conduct periodic HR audits. Culture and Employee Engagement Drive employee engagement initiatives. Measure employee satisfaction and morale. Foster a culture of accountability, ownership and performance. Support leadership in managing organisational culture. Promote Regal Civil Projects’ values and standards. Reporting and Analytics Develop and maintain reporting on: Headcount Labour costs Staff turnover Absenteeism Recruitment metrics Training statistics Employment Equity targets Productivity indicators Disciplinary and grievance trends Employee engagement measures Provide monthly executive reports to senior management. Minimum Qualifications Bachelor’s Degree in Human Resources Management, Industrial Psychology, Labour Relations or related field (essential). Postgraduate Qualification in Human Resources, Labour Relations or Organisational Development (preferred). Registered HR Professional designation. Experience Requirements Minimum 10 years Human Resources experience. Minimum 5 years in a senior HR management role. Extensive labour relations experience. Experience managing HR within a construction, engineering, mining or project-based environment. Proven track record in organisational development and workforce planning. Experience managing a workforce of 100 employees (preferred). Experience dealing with multiple project sites and remote operations.
