Role Purpose
The Proposals Engineer plays a critical role within the New Business department by developing and managing high-quality technical and commercial proposals. This role requires strong technical expertise, project management capabilities, and commercial awareness to deliver competitive proposals that support the company’s growth objectives and meet customer requirements.
Key Responsibilities:
Proposal Development
• Analyse client specifications, tender documents, and technical requirements to prepare detailed and accurate proposals.
• Develop comprehensive proposal execution plans.
• Coordinate with internal teams (engineering, procurement, finance, etc.) to gather and validate information.
• Work closely with the Engineering team to produce technical designs, cost estimates, and project schedules for inclusion in proposals.
• Ensure all proposals adhere to regulatory, safety, and environmental standards.
Stakeholder Engagement
• Serve as the key point of contact for proposal-related queries from clients and internal teams.
• Liaise with suppliers and subcontractors to obtain competitive quotations and verify technical and commercial details.
• Present proposal content to clients, addressing questions and providing clarifications as required.
Strategic Contributions
• Support market research and competitor analysis to inform proposal strategies.
• Provide insights into pricing strategies to improve competitiveness and profitability.
Documentation and Reporting
• Maintain organised and accurate documentation of proposals, including costs, schedules, and client feedback.
• Prepare routine reports on proposal performance, success rates, and key learnings for continuous improvement.
• Update and manage the project pipeline based on market leads from the Business Development team.
Qualifications & Registrations:
• Bachelor’s degree in engineering (Civil, Environmental, Mechanical, or related field).
• Professional Registration with ECSA is advantageous.
• Training or certification in proposal management methodologies (e.g., APMP) is beneficial.
Experience:
• Minimum of 5 years’ experience in a proposal engineering role, preferably within the water industry.
• Proven experience preparing technical and commercial proposals for EPC projects.

• Strong knowledge of water treatment, water distribution, and infrastructure systems.
• Excellent project management skills with the ability to manage multiple deadlines.
• Proficiency in proposal management software and tools.
• Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
• Strong analytical, problem-solving, and detail-orientation skills.
