South Africa: Deputy Director: Demand and Acquisition

About the Role

The Deputy Director Demand and Acquisition role is a critical position that requires strategic leadership and management of all aspects of supply chain management at Nelson Mandela University. The successful candidate will provide support to the Director Supply Chain Management, manage the day-to-day operations of the supply chain management function, and contribute to the development of procurement strategies aligned with the university’s overall business strategy.

Key Responsibilities

  • Provide strategic leadership for all supply chain-related activities at Nelson Mandela University
  • Manage the supply chain and provide necessary support and information to the Director Supply Chain Management
  • Analyse and advise on historical demand of the university
  • Develop and implement procurement strategies aligned to the overall business strategy and in compliance with Nelson Mandela University’s Supply Chain Management policy
  • Chair supply chain management committee meetings and monitor decisions taken
  • Design and implement budgetary controls that are effectively managed by Senior Buyers
  • Effectively manage the tender process from start to finish in line with Supply Chain Management Policy and procurement plans
  • Assist as a member of the Capital Resource Allocation Committee (CRAC) sub-committee in decision making and ensure spending of CRAC within the specified time frame
  • Monitor and control the Procurement Plan for all departments

Requirements

  • NQF 7 in Logistics and/or Supply Chain Management/Public Management/Public Administration/Purchasing Management/Operations Management
  • At least 8 years of relevant experience, with 4 years at a managerial/supervisory level
  • Proven experience in Bid Specification and Bid Evaluation Committees, including submission of quality reports and acting as an advisory to Tender Adjudication Committee
  • Experience in Supply Chain Management in a Higher Education environment is an advantage
  • Knowledge of the ITS system is an advantage
  • Membership of the Chartered Institute of Purchasing and Supply (CIPS) is an advantage
