Job Description

JOB OVERVIEW:

We require a fully registered SACPCMP Safety Officer to manage all health, safety, and environmental (HSE) aspects on a 3-month substation construction project in Touwsriver. The incumbent will ensure compliance with all electrical construction safety regulations, Eskom / client safety standards, and the OHS Act.

Key Responsibilities:

  • Site Safety Management: Implement and monitor the project-specific HSE plan for substation earthworks, foundations, cable trenching, equipment erection, and HV switching activities.
  • Permit to Work Systems: Administer and enforce a rigorous Permit to Work (PtW) system, including isolation procedures and access control to live or Test-Voltage zones.
  • High-Risk Activities: Supervise high-risk tasks such as working at height (gantries, structures), heavy lifting (transformers, switchgear), excavation near underground cables, and electrical lock-out/tag-out (LOTO).
  • Safety Inspections: Conduct daily site walkdowns focusing on plant, PPE, earth mats, temporary fencing, signage, and fire extinguishers.
  • Subcontractor Management: Vet subcontractor safety files and ensure all site personnel (civil, mechanical, electrical) have valid induction and task-specific training.
  • Incident Management: Lead incident investigations and compile reports with root cause analysis and corrective actions.
  • Compliance: Ensure full compliance with the OHS Act (Act 85 of 1993), Construction Regulations 2014, and any client-specific (e.g., Eskom, Nersa) safety requirements.
  • Documentation: Maintain all registers (incidents, inspections, training, risk assessments) and submit weekly HSE reports to the Project Manager.

Minimum Requirements:

  • Valid SACPCMP registration as a Safety Officer (certificate required).
  • SAMTRAC / NEBOSH / relevant safety diploma.
  • At least 2-3 years experience on substation, power generation, or high-voltage electrical construction projects (non-negotiable).
  • Working knowledge of Eskom safety standards (SANS 10142, NRS) is highly advantageous.
  • Proven experience with Permit to Work, isolation procedures, and electrical safety.
  • Valid drivers licence.
  • Medically fit willing to undergo a baseline medical examination.

Working Conditions:

  • Site: Active substation construction zone strict adherence to PPE and access rules.
  • Duration: 3-month fixed-term contract (could continue to 4 months)
  • Logistics: Accommodation and transport provided
  • Hours: Monday to Saturday as project schedule demands; standby maybe required.
